Agreement status and duty implication

In force: CPTPP. Global Affairs Canada lists the Comprehensive and Progressive Agreement for Trans-Pacific Partnership as in force between Canada and Singapore. A separate bilateral Canada–Singapore Free Trade Agreement appears on the Global Affairs Canada agreements register with the status “Inactive” and is not in force, so CPTPP is the operative instrument on this route.

Singapore is the most open of the six on paper and the most exacting in a specific place. Tariffs are largely not the constraint here; source accreditation is. For controlled categories (meat, seafood, eggs, fresh produce) the question is not what your product costs to land but whether your Canadian establishment is on the approved source list at all. That is a binary, and it is decided before any commercial conversation matters. We publish the duty position per product with its source and date; where it reads "available on request" we have not verified that line.

Who holds the registration

The import licence sits with a Singapore-licensed importer, and for controlled categories the approval attaches to your establishment as much as to the transaction. That is a different shape from the registration-holding question elsewhere: rather than a product certificate somebody owns, you are dealing with whether your plant is a recognised source. It is less vulnerable to a distributor relationship going wrong (an establishment listing is not something an importer can take with them) but it is far less forgiving at the start, because there is no dossier you can write your way around.
