Agreement status and duty implication
In force: CPTPP. Global Affairs Canada lists the Comprehensive and Progressive Agreement for Trans-Pacific Partnership as in force between Canada and Malaysia. There is no separate bilateral Canada–Malaysia free trade agreement; the Canada–ASEAN FTA, which would also cover Malaysia, is still in negotiation.
Malaysia is the most straightforward of the six on paper: an established trading relationship, English widely used in commerce, and a food regulatory framework that is legible to a Canadian producer. The complexity sits in halal, and it sits there sharply.
Whether a preferential rate applies to your product depends on the agreement position for Malaysia and on where your tariff line sits within it. Both are published with the source and the date we checked. A line showing "available on request" has not been verified and should not be planned against as though the duty were nil.

Who holds the registration
Malaysia does not put your product registration in a distributor’s hands the way several of the other markets do, which removes the sharpest version of the ownership problem. What replaces it is the importer’s compliance obligation: the entity bringing the goods in carries responsibility for food safety and labelling conformity at entry, so its competence is your exposure.
The question to ask an importer here is less "whose name is on the certificate" and more "what happens when a consignment is questioned". An importer without the capability to answer a technical query at the border will hand the problem back to you, in a time zone twelve hours away, with a container accruing charges.
